Young people from 13 to 30 years of age, who participate in a youth exchange, EVS or another project within the YiA programme, are invited to capture the moments of their works on a video and show everyone what they do. Short film, animation, interview, fictional, commercial or sketch: every form of expressing oneself via video is welcome.

Videos should be edited, set to music, be no longer than three minutes and uploaded to youtube. Online users will be able to vote until 31 June 2010. The 10 best videos will receive cash prizes.

This manual provides essential information and practical tips for all those who are involved in planning and delivering non-formal education intercultural activities on an occasional basis. It is part of the endeavour of the Council of Europe's youth sector to support and develop the quality of non-formal education activities across Europe and, in doing so, contribute to further their recognition.

As from 1st March 2010, European mobile phone operators are obliged under EU roaming rules to offer their customers a cut-off limit facility to protect them from 'bill shocks' for surfing the Internet with their mobile phones and laptops while travelling in other EU countries. Under the roaming rules adopted by the EU's Council of Ministers and European Parliament in June 2009 (see IP/09/1064 and MEMO/09/309 ), this cut-off mechanism will, following a warning, cut consumers' mobile connection to the internet while abroad when their bill reaches a specified limit.

The eighth edition of Spring Day for Europe has just been launched. Running from 22 March until the end of June 2010, the campaign brings Europe closer to its young citizens.
Spring Day for Europe encourages meetings between students, teachers, and key institutional or social personalities. Spring Day is an opportunity for young people to discuss today’s challenges and help shape Europe’s future. Teachers can book one or more days for Spring Day events.

Selected amongst 10 applications of cities from all over Europe, the applications of Byron (Greece), Braga (Portugal) and Heraklion (Greece) have been shortlisted as the top three candidates for the title of European Youth Capital 2012. After the first assessment, an exciting second phase of the selection is starting now!

The three shortlisted cities will have until 17 March the chance to provide additional information to convince the jury and to be selected for the award.
